DENVER -

Denver police issued 63 citations Sunday at the 4/20 rally in Civic Center Park.

Of those citations, 47 were for public consumption of marijuana.  Public consumption of marijuana is still illegal in Colorado, the first state to legalize - and regulate - recreational marijuana.

Police didn't swoop in for mass arrests at 4:20 p.m. MDT, the moment for the traditional smoke out marking the holiday.

Marijuana activists told KRDO NewsChannel 13 that they were glad to see a peaceful rally.

"There's no violence. There's no yelling, no shoving," said Samuel Liman.  "A lot of crowd and everyone is very calm."

Jasmine Geary from Colorado Springs attended the rally with her dog who she dressed in faux marijuana leaves.

"We're all green-friendly, so we're all pretty calm," she said.  "It's really peaceful."

This is the first year the event has a city permit and attendees said they were surprised at the level of organization and the number of vendors.  Event organizers estimate that 100,000 people attended the rally on Sunday.
